Yes, unfortunately, this is true – So a small battery-powered wireless device can have RoHS, Battery directive, EMC directive, and RTTE directive applicable to it. Sometimes even a Simple Mechanical product can have PED and ATEX certification requirements

TESTING COST ( anywhere from USD 500-2000 )
CERTIFICATION COST ( anywhere from USD 500-2000 )
PRODUCT IMPROVEMENT COST ( this is variable)

What is Self Certification in CE marking?
Many Directives allow the manufacturers to apply CE marking after getting their product Tested and after signing a Declaration of Conformity, LVD and EMC directive allow it.

What is the Risk of Self Certification in CE marking?
Some customs of EU countries do not accept the Self Certification and ask for a Notified Body issued conformity certificate and it is difficult to argue or convince them that your product can go with Self Certification.
